Bush screwing China?

It seems that Bush's immigration policies (or lack thereof)could possibly be putting a hamper on China's plan to screw with us, should (they say "when") a war take place. China hoped that the influx of illegals-caused by the drug trade, messing up Mexico and driving people here-would cause us to tighten the border and mess up our relations with Mexico.
